Joomla CMS: How expensive is it to configure and customize the menus?

I have been given conflicting information about setting up Joomla. When I look at your site, it looks as if they can install Joomla, and create and build a website for free. Next, you want to add "extensions", mostly are free but some cost money. But a friend told me to customize Joomla, you must pay a $ 500 fixed fee. I do not see on the site. Please advise! What I was saying is that for a professional to install, configure and customize a website using Joomla, then usually begin at a cost of $ 500 (up to $ 1,500).
